If they have not been convicted of a crime, I don’t see how they could be denied. However, all citizens should be eligible to vote regardless of felony status or if they are serving a sentence unless we want to admit slavery was never abolished by the 13th amendment which created some kind of citizen-slave hybrid. The 14th Amendment and equal protection come into question for US citizens who face a different level of voting restrictions depending on the state felony disenfranchisement laws.
